The World Bank Group (Small and Medium Enterprise Department and the Urban Development Department) and the Open Society Institute (Local Government and Public Service Reform Initiative) have jointly designed a local economic development program that focuses on the development of strategies and action plans for policy reform and private sector development at the municipal level of government. The program is called Developing Enterprises Locally through Action and Alliance (DELTA).
DELTA relies on a methodology that promotes and combines best practices to better enable business environments, promote policy reform, increase the capacities of local officials and business leaders in developing their own strategies and visions about developing the enterprise sector, institutionalizing public-private partnerships, and the development of locally owned projects and programs that promote a sound private sector development agenda. DELTA was initially piloted in seven Kosovo municipalities (as presented on this web site). The Riinvest Institute for Development Research served as the local implementing partner. DELTA II in Kosovo will soon commence, this time including five municipalities. DELTA Albania will also begin in early 2004 with five municipalities. The Foundation for Local Autonomy and Governance will be the local implenting partner in Albania.
